Default too much oil?

the shop where I bought my suzuki gw250 says the reason I'm having trouble changing gear and finding neutral is because I've over filled the oil tank. Only done 1135 miles.

Unlikely.
More likely clutch drag.
Check the amount of 'slack' on the clutch cable..

So presumably you've never topped up the oil? In which case if that IS the problem, it's down to the place you bought it from selling it in that condition!
