Default DVLA - yet more changes??

Ok last friday went to local dvla to register and tax a trike - appropriate paperwork fillled in etc - only to be told i needed I.D of the owner (as this was not my trike - but one i'd built)
Went again this morning with paperwork and now armed with I.D and after an hour wait , I thought i'd cracked it only to be told that the law had now changed (in last 2 weeks) and that although the trike had a 'bolt on system' and could be converted to a motorcycle again, that now it HAS to be inspected.
The Logbook has now been sent off but dvla will notify the owner for an inspection.

I should stress that this IS a bolt on type rear and nothing welded to the main frame.
Anyone else know of the said 'changes'?

It still needs an inspection to make sure it is what you say it is. It's not a SVA though its to make sure it is BOLT ON.
