Time's up.
It's the timing plug for a Harley Shovelhead.
Goes in the crankcase to allow sight of the marks on the flywheel,
as you may guess, it's a very crap way of doing it.
:D
Looks like an aftermarket "sight screw" used for checking fuel bowl level on Holley DP carb.............prolly same item !! :D
