Do you just layer this stuff up with a resin/hardner as you do with fibreglass?
I was thinking of making the trike mudguards with it as I can get it free, rather than buying fibreglass.
Is it stronger than fibreglass?

Its stronger and lighter than glass, but is also more sensitive to environmental factors, which is likely why you are stripping out vests. The integrity of the kevlar degrades over time, especially when exposed to sweat and sunlight, Ballistic cloth clothing has a limited shelf life. However, mudguards are not a safety critical item, so it should be fine.
You layer it up in the same way as glass, how you harden the mix depends on what resin system you are using, there are lots that set at room temperature. Try a boat repair place for a relatively cheap source of resin (and possibly advice.)
